Just because there is a default value for a key does not mean it should
not be added.

There is a big difference between

  there is a tag says this object doesn't have a sidewalk

  there is documentation that says if there is no sidewalk tag then one
  should assume it is like sidewalk=no


while data consumers are supposed to treat those the same, the first is
reliable and the second is a guess
