No. Data consumers can assume something when no data is tagged
but how people process OSM data is 100% their decision.

They can assume something, treat this lack of data specially,
make assumptions different than someone proposed on wiki...

Data consumers are not obligated or supposed to treat this two cases
in the same way. And different data consumers likely will have different needs.
