Yes, this is common sense for me too.

However, discussing a problematic changeset in the contributor hometown 
can easily lean closely to the definition of doxxing.

Adding a reminder of this particular subject in the guidelines or a 
clear statement from the board could 1) remind everybody to carefuly 
choose their words in changeset discussion, 2) remind the mapper of the 
privacy concerns associated with their mapping activity and 3) avoid an 
unnecessary burden on the moderation team.
