Hi,

this is all very hypothetical and not helpful.

Of course, if someone stands for election to the OSMF board, their 
relevant experience will be discussed by the community. Have they served 
in similar positions elsewhere? For how long have they been involved in 
OSM? And of course, how much have they edited? Have their edits been 
well received or met with criticism, and if the latter, how have they 
reacted?

Solid editing experience is one of a number of things that might make 
people prefer one candidate over another. All else being equal, everyone 
would choose the candidate with more mapping experience - just like, all 
else being equal, everyone would choose a candidate who has successfully 
served on other boards over one who lacks this experience.

Discussing relevant prior experience of candidates must be possible or 
else we can replace our election by a lottery right away.

But, discussion someone's relevant experience (or lack thereof) need not 
take the form of "shaming". You don't have to tell someone they're 
useless and unsuitable - you can tell them that you would love to elect 
them next year when they have gathered more editing experience.
