My problem is that
"Anyone with fewer than 5,000 changesets should not be allowed to run for the OSMF board."
as example on the list of problematic comments likely to be considered as edit
shaming makes me worried/confused as I would consider comments like

"Anyone with fewer than 5,000 changesets should not be allowed to run for the OSMF board."
"Anyone with fewer than 15 changesets should not be allowed to join OSMF."

as OK, even if I would not necessarily agree with this proposals 5000 is too high
threshold - but I would actually support some lower threshold like say 15 mapping days
in their lifetime.

I also consider "this person made less than 100 OSM map edits" as a valid argument
against OSMF board member candidate and assuming otherwise two identical
candidates with one being an active OSM mapper and one not, I would prefer mapper.

As for proactive responses from the moderators (i.e., responses initiated without a complaint from someone in the community), those will occur in the event of aggressive or abusive discourse. I don't think you need an explanation of what that means.

Whether this or that statement will deeply offend another community member is something we shall have to wait and see to determine, case by case. If you want a rule of thumb, be polite! Be respectful!
