Not exactly. What happened is that one mapper has been applying this tag 
manually over the course of two years as a pet project. A second mapper 
removed them all in one fell swoop but, at the DWG's request, restored 
all of them a week later in a second mechanical edit. The second 
mapper's name is now on all the service=driveway2 ways, due to how 
reverts work in OSM.

I realize it's confusing to explain the timeline here without naming 
names. However, one of the mappers is sensitive to being "called out" 
over their actions, so I was avoiding naming them while still 
illustrating the events that unfolded. You can take a look at the 
service=driveway2 talk page for more details.
