If you want to include Tilemill then you don't need Carto as Tilemill
can export Mapnik XML.

You could also use Tirex instead of renderd, which will still of course
have a dependency on Mapnik.

Also, your list doesn't include mod_tile (unless you subsumed that under
renderd).
