[Tile-serving] [openstreetmap/mod_tile] Ubuntu 18.04 - mod_tile Build fails at make, UChar errors (#179)

Sorry for taking so long to reply, was kind of hoping others would have this issue but apparently either mod_tile isn't widely adapted or I'm too bleeding edge, or it's a unique case.

I got to 18.04 via the dist upgrade process. The fresh install I have was from 16.04 I believe. I regularly do the every 6 month upgrade cycle so not to fall behind on technology as my computer is for learning and gaming, I do not run a business/monitize/etc.

I am on a Intel Core i7 4790k 64 bit w/ 32 GB of RAM. 2 TB OS drive and 5 TB data drive.
