[Tile-serving] [openstreetmap/osm2pgsql] Use fmt library instead of boost::format (#1004)

I have re-done this PR using format strings parsed at compile time (works from C++14). Uses a slightly ugly syntax `"fmt string"_format(params)`, but the compile time check is worth it. Travis now tests the C++14 build on bionic.
