Yes, and that's why it is not perfect. One could expand the idea and
render another level-12 layer that will be used for z6 to z8 or so. I
know this is getting ugly.
We could also setup a special client that renders those tiles (lowzoom
z12 only) and stores them locally. It could be fed by the same
request queue as the regular clients. Then once a day it could create
lowzoom tiles where the z12 tiles have changed.
