[Imports] How to run Java shp-to-osm?

I have a bad memory but I don't seem to remember voting you in as OSM
president.

I used this tool to help import some OS waterway data for my local area
which there is no way I could survey on foot. Importing data is not always a
bad thing and can add a lot of richness to the map especially in rural areas
where a lot of essential map features (woodland, waterways, etc.) can be
hard/impossible to survey yourself.
