[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

Okay, once again: this pull request differs from the previous provider-related in two ways:

* **All emails are considered verified.** Because the provider takes email addresses only from providers that give verified emails wrt OSM, that is, from Facebook and Google. I suggest postponing the discussion about this flag for a later time (maybe in person or in skype/mumble), because that has nothing to do with the maps.me provider, site security or authentication.
* **An access token authentication.** A GUI overpass for mobile devices: spares a request from the backend, providing a ready-made token instead. Does not alter the workflow for the website, just skips the maps.me website display.

Looking at previous pull requests for Wikimedia, Facebook, MS Live, I see only discussions on "how", not "why". The maps.me passport service will have millions of users in a year, so I don't see why we should not allow them for a simpler sign-in.
