[Tagging] Feature Proposal - RFC - shrubbery

I don't understand why we should create a new tag under natural=* for this
type of land. We already have natural=scrub, which some people use for
managed areas of shrubs.

If that is not acceptable, then the best option is to use landuse=* or
leisure=*, which are the two keys currently used for areas of artificially
planted or highly managed vegetation, e.g.:

garden, park, lawn (grass), flowerbed, meadow, allotments, plant_nursery,
etc.

I don't see a benefit to having two different values under the same key,
one of which means 'natural or semi-natural shrubland' and the other which
means 'managed shrubs'. This will just cause confusion.

Hence my prior suggestion of landuse=shrubs, though I would consider
leisure=shrubs this common use of the key "landuse=*" is anathema.
