The discussion about the key was already settled. The majority preferred natural=* over landcover=* and landuse=* and I prefer natural to. natural=shrubs was also settled already that is it not an option. You will get the same discussion as with shrubbery: why not use natural=scrub? And it is not that I refuse to accept alternatives. I try to find consensus among the majority of mappers.

Scrub is wild. Uncultivated. Adding cultivated to an uncultivated thing is a contradiction in terms.
Landcover=shrubs describes it perfectly. Given the way we already abuse natural to include cultivated plants, then natural=shrubs would also work. But you refuse to accept either of those and instead keep coming up with alternatives that others dislike. Around and around we go.
