[Tagging] Use of highway=track vs highway=service cemeteries, parks, allotment gardens, golf courses, and recreation areas

Definitely no. Standard highway tagging is de facto based on mix of functional role,
official classification, physical appearance and preferences/opinions of mappers.

And all of that is definitely correlated.

It is supposed to match functional role, but official classification is sometimes used insted
(especially highway=trunk suffers from that, in many/most? places used to represent
exspressways).
