While I fully understand and support actions to keep votings "clean" I'd
like to point out that there seems to be an apparent consensus that
these votings are absolutely not binding and nothing but mere
"recommendations" of a bunch of OSM contributors that happen to be more
enthusiastic and active than millions of others. I suspect this is not
general knowledge, hence the interest in pushing a tagging that could be
used anyway no matter the outcome... infamous "any tag you like" as you
know...
This having said, I am in favour of considering the proposal votings
authorative and should we ever manage to get to this point we absolutely
need to have mechanisms in place that ensure clean votings, of course.

While this might be a clear example of subverting the intent to achieve
some kind of consesus I have a broader question: How do we actually
establish consesus in the OSM community - in a VERIFIABLE way? As I
said, it seems proposal votings do not, so how? Maybe this discussion
deserves its own thread though...
