[Talk-GB] Where do speed signs take effect (from Changing "stub" cycleways to pavements)

More of an issue on big roundabouts is when it's possible to follow a
lane in ideal circumstances at 40-50, and the implied limit is 60, but
the lines of sight mean that a lower speed is needed. For example a
tractor or cyclist pulls out when there's nothing visibly coming, but
hasn't got very far when there's a car doing 40 towards their right hand
side. A speed limit then is both guidance an objective/enforceable
measure of what's too fast.
So reduced speed limits on big roundabouts are becoming more common
(Bristol and Kidderminster ring roads spring to mind) though by no means
universal - not on the A47 in Norfolk and the one at Hardwicke
(Gloucester) is emphatically 60 (Street View:

). I cycle through this one sometimes (there's a bypassing bike path in
one direction but it leads to a standing start onto the dual carriageway
just after the roundabout)
