[Talk-is] Application for local chapter status: Hliðskjálf

A reminder for the community.

Hliðskjálf is the organization we founded just over a year ago, 
membership is open to all who wish to become a member.

Initial discussion - detailing need for an organization which did not 
require formal GIS education certificates:
