Have you considered getting an older device from some who has gotten
something newer? You can load OSMAnd+ which allows you to download specific
countries for offline use. I use my old Nexus S for that as well as
Mapillary. You don't need service. The gps works and you can use wifi to
download updated maps. Plus with a smartphone, even without service you can
use GoMap!! or Vespucci, to make edits while you travel.
