[GraphHopper] Bicycle navigation on separate cycleways

The cases I'm thinking about are like number 6 on
https://wiki.openstreetmap.org/wiki/Bremen/Radverkehrsanlagen
So it might be best to keep them as cycleway=track on the main street in
those cases.
